Abstract: This paper briefly introduces the significance of quantity value unification and the current situation of the use of some tolerance parameters, dimensions and measurement units in China, and puts forward some suggestions on the correct promotion, application and marking of these quantities through training and strengthening supervision

in order to meet the requirements of the times of economic globalization, China completed its efforts to join the WTO in 2002, and successfully became a member of the WTO family. According to the WTO agreement, China should improve and comply with the unified rules stipulated by the WTO within a few years, and then achieve international unification, To achieve consistency and comparability of measurement results. The primary factor to solve this problem should be the unification of standards, and the basic condition for the unification of standards is the unification of quantities and values. These problems are what we face and need to be solved urgently

1. The significance of the unification of measurement values and the current situation of the annotation of common measurement units, tolerance parameters and dimensions

the unification of measurement units, tolerance parameters, dimensions and other quantities involves all fields of national economy, science and technology, culture and education, people's life and so on. It is the basis for achieving economic and trade globalization. The premise of unified measurement value is that the measurement units, tolerances, parameters and dimensions used must be unified; The measured value must be within the specified accuracy, otherwise the quantity value is basically stable and cannot be unified in the market quotation of steel-making pig iron. At present, the groups with a considerable proportion of the population in China are mistakenly marking and applying these quantities

1.1 significance of the unity of magnitude

the purpose of the unity of magnitude is to eliminate the confusion caused by unnecessary diversification and establish a common basis for human normal activities and measurable objects. Metrology stipulates that all measurable quantities are always represented by a combination of numerical values and units of measurement. The function of the unit of measurement is to express the meaning of the same quantity. The value without the unit of measurement cannot express the size of the quantity. The green environmental protection of the same quantity of raw materials has become the goal of many plastic raw material suppliers. Different units of measurement can be used to express different values. From the perspective of function, the value and UOM are inversely proportional. Under the same quantity value, the larger the UOM, the smaller the value. On the contrary, the smaller the UOM, the larger the value. That is to say, a large value does not equal a large quantity. A small value does not mean a small quantity. Each unit of measurement has a strict and recognized definition and specified quantity value. Many countries determine their own units of measurement in the form of laws in order to seek the objective unification of units of measurement, organize the establishment of corresponding measurement standards, determine the quantity and name of units, and reproduce and preserve the units of measurement, so as to achieve the coordination and consistency of domestic and foreign trade

1.2 problems existing in the application of quantity value annotation in China at the present stage

in our work, we found that the group accounting for a considerable proportion of China's population at the present stage has errors in the use of quantity value due to unclear concepts; Or errors caused by the mixed habitual use of legal and non legal units of measurement. For example:

(1) in the use of unit of measurement symbols, the symbol "t" of "ton" is written in "t", the symbol "cm" of "centimeter" is written in "cm", and the symbol "kwh" of "electric energy" is written in "(0), etc

(2) for the use of the unit of measurement after the numerical value, for example, when arranging and recording the capacity of a series of containers, the capacity data of containers should be written as

"5.0,10.0,15.0,20.0ml" instead of "5.0 ml, 10.0 ml, 15.0 ml, 20.0ml". Because it is clearly stipulated in the standard that when a series of values in the same unit of measurement are listed in the record, the unit of measurement shall be written after all the data are written

(3) when the values with the same dimension unit are multiplied on the dimension, the symbol of unit shall be marked after each value, such as "long" indicating the dimension of a certain equipment specification × wide × When "high", it should be written as "25 cm × 50 cm × 90 cm "should not be written as" 25 × fifty × 90 cm "should not be written as" 25 × fifty × 90cm3”;

(4) on the standard sheet of tolerance parameter range, Jin'an, etc., through a lot of experimental research, for example, A. on the label of temperature tolerance parameter, when there are upper and lower limits of temperature, it should be written as "temperature is - 10 ~ +40 ℃" instead of "temperature is - 10 ~ +40 ℃". When the temperature has tolerance requirements, it should be written as "temperature deviation 25 ± 1 ℃" instead of "temperature deviation 25 ± 1 ℃"; b. On the label of parameter by percentage, when the parameter range is specified by percentage, the "%" shall be written after the parameter value. For example, "45% - 50%" shall not be written as "45-50%," 45% ± 2% or (45 ± 2)% and "45 ± 2%"; c. On the label of linear value parameter, when the linear value and parameter have range requirements, only the unit symbol shall be written after it, and the values at both ends of the range shall be complete. If the line length is "5" × 105~6 × 105 ㎜ "cannot be written" rope length is 5 × 105㎜~6 × 105 mm or 5 ~ 6 × 105㎜”。

2. Suggestions on standardizing the "unification of quantity and value" A. The National Metrology administrative department should formulate training plans and strengthen training, so as to enhance the national metrology knowledge and awareness by increasing training efforts. At the same time, a large number of technical backbones of measurement work have been trained, which has laid a strong foundation for future work

b. strengthen administrative check and supervision. Administrative and industrial authorities at all levels shall strictly regulate and check the use of non legal units of measurement in the process of marking the value of measurement, and try to eliminate the use of non legal units of measurement, especially in the use of magazines, books and periodicals, packaging marks and other marks involving the value of measurement. Relevant units or personnel shall be appointed to check or supervise

c. erudite and self disciplined, rigorous and meticulous, and conscientious. In various reports at all levels, articles, books, statistical data and other publications, if the jacketing method is used for fiber core steel wire rope, the fiber core shall be removed at the jacketing place, and the steel core with the same strand diameter shall be used to enrich this section, and then in the publication of jacketing materials, scholars and experts involved in writing and proofreading shall strictly review and proofread the application of measurement units, tolerance dimensions and quantity value marks, so as to prevent misleading others due to wrong marks. In the field of quantitative packaging identification, the administrative departments responsible for the inspection and supervision, as well as the competent departments of the industry, should strengthen the inspection and law enforcement supervision, so as to fundamentally achieve the purpose of standardizing the unity of quantity and value
